I have just confirmed that is possible to empty the Water Cooler Bottle (in all its denominations) by hitting the "add water to the well" button while holding no water rations, and then withdrawing them. The ramifications of this are that you can then use that ration to fill a weapon or complete a construction project.

This would seem to be a very powerful item.
